Where'd the bugs come from?

I have a rental property that recently had major problem tenants. The tenants left on their own accord and it took me about two weeks to turn the place over. Surprisingly with all the damage it was still left clean as a whistle. We replaced some cabinets, had to open up a kitchen wall, and a bathroom wall. During the construction we never noticed any bugs. Keep in mind the places we opened up and were doing work are the spots that bugs would be if there were any. New tenant moves in. The move in was slow and once they finally get everything in about 7 days after signing the lease the message me a zoomed in picture of a bug. They're claiming they found a live bed bug. I uploaded the picture to Gemini and chatGPT and both programs agree it is a bed bug. Unable to determine if the bed bug was from the previous tenant or the current tenant brought it with them I offered to pay for an exterminator. Flash forward about 3 hours. Now they're sending me a picture of a roach. Bed bugs are a little hard to spot, but a roach kind of threw me for a loop. As much as myself and others had been in the house I figured we'd notice roaches in the spots we were working. Flash forward a couple hours later (about 3 a.m. on a Friday night/ Saturday morning) they're sending me videos of a loose door knob.

How do I head this off? OK I do not want to be a slumlord. I want to maintain some ethics about me and be a decent person, but I also am not a manservant/Butler who will be down there fixing every little thing and addressing every little issue every day. How do I set the tone here to not get run into the ground/deceived/taken advantage of but still maintain some kind of human decency?

I would get a licensed pest control company involved right away and rely on their written findings instead of trying to determine the source from photos. In the meantime, set expectations with the tenant that emergencies should be reported immediately, while minor maintenance items can be grouped into one list. That helps you stay responsive without creating a situation where every loose doorknob becomes a middle-of-the-night issue.

So, they are trying to put their problems on you.

What did you verify with their most recent landlord?- May be time to revisit with them...

@Andrew Vogelaar @Richard F. covered the important first moves, so I will take the part I think is still open, which is that you are treating two different pests as one problem.

Bed bugs and German roaches tell you completely different things about origin. Bed bugs live within a few feet of where people sleep. They are not in your kitchen wall or your bathroom wall, so opening those up and seeing nothing is not evidence either way on bed bugs. German roaches are the opposite. They concentrate exactly where you were working, and they leave durable evidence: fecal spotting inside cabinet hinges, egg casings under sink lips and behind drawer slides, live activity when you hit the lights at night. If your crew was in that unit for two weeks with cabinets out and walls open and nobody saw any of that, an established roach population is genuinely unlikely.

So the roach is the more informative report of the two, not the more alarming one.

Building on the point about getting a pro in there: have the exterminator put the findings in writing, and specifically ask the tech to assess whether the activity looks established or newly introduced. They can usually tell. That written assessment is the only thing that will hold up if you ever want to allocate the cost, and it equally protects you if the answer comes back that the problem was yours. A verbal "yeah, looks new to me" is worth nothing in ninety days.

Pay for the treatment now either way. Habitability first, cost allocation second. Arguing about origin from cell phone photos while the population grows is how a $400 problem turns into a $3,000 problem plus a documented complaint against you.

On the tone question, the batching approach above is the right instinct and I would add one piece to it: define the emergency lane explicitly, in writing. Send them a short message this week with the list that justifies contacting you immediately (no heat, no water, active leak, gas smell, no power, sewage backup, lockout) and the channel and response window for everything else. Framed as making sure they can reach you fast when it actually matters, it reads as service rather than stonewalling, and it moves the loose doorknob out of the 3am lane without you ever having to tell them no.

Then fix the doorknob promptly, on your schedule. Most tenants who get reliable service on small things stop escalating. The ones who escalate anyway are showing you that in month one instead of month ten, which is worth knowing.

Was the unit sitting empty for the full two weeks of the turn, or were there stretches with nobody in it at all? Bed bugs can survive months without a host, so a quiet vacancy does not rule them out the way it would for roaches.

Well, for starters, I would get a pro in there ASAP to check their furnishings for signs of bugs. You don't usually get swarmed with bedbugs, but once they have infested a place, they find lots of places to hide. You should have had signs of your own bugs during the work as you mentioned. Also, contact their prior LL and question them about circumstances of their move out. It sounds highly suspicious if things were as clean as you suggest from prior tenant. When did you last inspect the unit prior to their move? Were there signs of pests or extreme clutter/housekeeping issues? Hopefully you documented the occupied condition and conditions once they vacated, prior to prep work.

Aside from that, at move in, I always inform tenants that they "may" find minor issues as they settle in, and they should write those down to make a list, explicitly so we can make one trip to handle multiple minor issues. Of course, for something major, a refer dying or a fixture leaking onto the floor, they should contact right away, but otherwise wait a week or 10 days before submitting any list of maintenance issues. This is completely separate from the move in "condition" form, which should have been completed in person with you at the time of turning over keys.
