If it's electrical or plumping I know for a fact here in Washington you need a licensed electrician or licensed plumping if the work is not being done by the home owner so I would say unless you are doing it they can technically yes I only know this do to being an electrician in Washington

Question on talking to the city/county/state and how to protect yourself. As landlord do you document when you call the city and who you talked to to protect yourself from any litigation because the "new person" at the city/etc. gave you the wrong information? I'm guessing that is rare.
Thanks this was a helpful post....I hope all the security cameras he installed were ok'd by you!

Its a dishwasher replacement..... I could teach my 10 year old daughter how to do it in 10 minutes.... it doesn't need a licensed installer. If it were a brand new install where you need to run brand new water lines, vent, drain and electrical, that would be a different situation.... this is a plug and play....it isn't rocket science. Next thing you know we will need to hire a bonded license contractor to plug a toaster into the wall
And since when does it mean being licensed and bonded insures that the installer isn't a pervert or a thief?
This work does not sound like it requires a licensed profession but as others have said, check your state/local laws and lease. If not required, I would go with the handyman you trust.
