I sent you several recommendations of property managers that clients of mine have used in the past and been very satisfied with. But you'll definitely want to interview 2-3 and see which one you feel most confident in and offers you the best value for their fee.
Not too many property managers will specialize in this sort of thing, but when you tell them your plan they should have a marketing strategy to help you attract your ideal client. So ask them specifically "How can you help me get this rented to top quality students at Sac state?" and see what they say. They should have a good answer (like the strategies I gave you hahah).
