If they are your cousins don't do it, if they are 2 random people that are applying for your rental that just happen to be cousins qualify them like you normally would anyone else.

I would make sure you have a rental criteria set in place. If you have certain income and credit requirements and they don't fit within them, don't accept them as tenants. Make sure you've screened them thoroughly (i.e. credit, criminal and eviction screening report) and if anything concerning appears on the report don't ignore it!
