rent control in newark nj

Hi all 

I am currently buying my first M/F in Newark NJ it a 3 family with two apts occupied with no lease just month by month bases however there rent is low

i am getting mixed responses if i can higher the rent if there rent is not registered in with the rent control board . and does everyone who needs to register the rent do it ?

2)the seller is willing to serve a eviction if they leave and i get a new tenant can i ask market value rent ?
