Update: From the time I made this first post I have submitted my maintenance plan, signed the sales agreement, made a deposit on the house ($500) and received a letter today giving me the OK to have the property inspected. At this rate I guess it will be ready for final rehab by....spring 2017?

They do not advertise. Periodically there will be a news paper article about the Landbank. They have a list/map of properties on their website: Click here for Bham Landbank Website. And from my understanding if you know of a property that is not listed on their site but the taxes are 5 years behind you can have them add it and proceed with applying for it. Some of the properties need serious rehab. Some do not. But you won't know until you check out the property yourself.
Wow, I've been reading about Birmingham Housing and Neighborhood landscape and it's pretty interesting. Check out this study if you have time although I'm sure a Birmingham native has just as much insight as this study. It seems the county is on the cusp of a rebound. I'm from NW Florida but know of several people building businesses in Birmingham area.
