Why is Tobyhanna real estate declining in value so fast?

I live in California and I have been looking for a place to invest that has cheaper homes than the $500,000 homes where I live. I have searched all over using Zillow and one of the states I am considering investing in is Pennsylvania where I have relatives.

I noticed that there are large, inexpensive homes in Tobyhanna and that the Zestimate valuations of these homes on Zillow is rapidly decreasing, often many thousands of dollars over the course of a month. I was wondering why this is? The houses look attractive and the area is pretty. I am guessing there are few jobs here but I also read it was a commutable distance to NYC (where I am from).

Is this an investment opportunity or is there something like I am missing like a really high crime rate or bad drinking water?  Any insight into the Tobyhanna market would be appreciated. Thanks!

Lynaire McGovern the market in Tobyhanna is definitely a weird one. Some friends of mine just bought a home there as their residence for under 100k. And the house was built less than 10 years ago. I'm pretty sure the reason the area has gone down in value, is because they built so many home during the 2005-2008 time frame and then so many people got foreclosed on. It's also a somewhat rural area with only one main shopping area. But from what I have heard the rents go upward of 1000-1200. So if you get the properties at a good price I think it is a good rental market. Just don't expect much appreciation in the near future.

@Lynn McGovern The Tobyhanna area is an excellent area for buy and hold. Zillow is not the best source for comps., but you are quite right about prices; they have been stagnent in the used house market for some time. The housing mix is older seasonal homes and newer homes, lots of foreclosures. The area has several large developments with high HOA fees and some have renter fees. There are several excellent Realtors that are active in Rental/Property Management that can assist you. I would not purchase anything until you visit the area and scope out a development you feel comfortable with. Many investors rent to NY commuters as there are 3 commuter bus services; I have not experienced prices going down but unfortunately they have not appreciated much over the years. The area is expanding, new hospitals, new indoor water parks, reasonable good shoping (100 Outlet Stores); most developments have recreational facilities that families find attractive. You can also acquire properties that are not in developments as part of the market does not like the "restrictive atmosphere" of some developments. Don't let Zillow's yo yo prices influence you. Visist the area or have your relatives do some research for you. Good luck.

I think I should have phrased the question as "Why are the homes in Tobyhanna priced so low?" I realize that Zestimate evaluations are not always accurate. However, there are newer, nice looking homes at a rather reasonable prices in Tobyhanna that do not appear to be appreciating in value. Thanks for the insights provided already and any additional insights are appreciated. I never heard of renter fees and the ads only occasionally mention HOA fees.

@LynIaire McGovern; to address the issue of lower pricing of the housing inventory; it's the old story of supply and demand.  The more houses that are available the more competitive the prices the lower the price point the more difficult it becomes for the appraiser to get realistic prices for comps.

Rentals come in many degrees, long term, short term, seasonal and weekend to name a few.  In private communities some encourage rental programs while others frown upon them.  In gated communities the short term renter or weekend renter requires additional work (entry passes, etc.) and due to the additional paperwork and staff requirements they look upon the rental market as an opportunity to make additional income and charge for the services.  Many communities frown upon certain types of renters (weekenders) as they feel they contribute to the discomfort of other property owners so it is best to identify the renter atmosphere of the development.  In today's Pocono Record Newspaper there is a good article regarding rentals in the Pocono's.  Get your relatives to get you a copy of the article it is quite informative.

Google search: Foreclosures drive down prices in Monroe county. An article in the Pocono Record that has a lot to do with your dilemma. The article is from early 2015. High prop taxes, many foreclosures and less commuters to Ny/NJ. Be careful! Good luck.

I see I'm a bit late to this thread but here's my insight. Many of the homes in Tobyhanna area in a large HOA development called PCP (Pocono Country Place). Deserving or not, this development has gained a very bad reputation for crime and gang activity which drove down prices. The influx of NY commuters has also brought with it increasing gang activity to the Poconos. I lived in the neighboring town, sharing a school district for 19 years and left a few years back. I buy my investment properties in the next county down.

Thanks for your comments. I am currently looking in other areas of Pennsylvania although I have yet found the right place to invest there.

I prefer East Pennsylvania where my relatives live. I would consider Pittsburgh if the numbers were right but so far from what I have seen the numbers have not been right.

@Roxanna Pifer hit the nail on the head. It seems weird, but there are a number of communities in the Poconos that have a lot of gang activity. Tibyhanna is one of those communities.

What about East Stroudsburg or Stroudsburg? I have seen some good deals there as well. Is there gang activity there? Thanks!

@Lynaire McGovern East Stroudsburg/Stroudsburg you may have better luck. You have main street, ESU and still get the commuters that go back and forth to NYC everyday. Maybe try to find a place close to ESU or any of the bus stations. Here's a site I use to familiarize myself with an area that I don't know as well. There are many ways you can filter the data to get the answers you want. Hope this helps! http://www.city-data.com/

@Jon Sanborn Thanks for that information! I am a native New Yorker who now lives in CA and I would love to have access to public transportation to Manhattan near my home(s) so when I visit my properties I could make side trips to Manhattan and see my friends there!

Tobyhanna is OK, but a bit risky.  The army base is the primary employer, and an over abundance of emtpy properties.

I prefer Scranton/Wilkes Barre PA (about 45 minutes away) where i can get SFR rentals for about 50k, and multis for about 35k/unit finished. Cap rates in the high teens/low 20's

Stroudsburg and East Stroudburg have ok areas, you just have to be careful. Try looking into Northampton county which is right below the Burg's of Monroe county. This is where I invest because the taxes in Monroe county are much much higher.

Thanks! I would be totally ignorant about taxes since I live out of the area. What are some of the names of the towns or cities you talking about? Any help would be greatly appreciated.

Why would you consider buying property thousands of miles away that goes down in value over time when you have properties in your own backyard that go up in value over time? This doesn't seem like a very sound investment strategy to me ... I wish you luck with it ...

    Hi David,

SFH in my area start at 400K which I cannot afford. I am interested in rentals and 400K homes do not cash flow as rentals. I have seen many homes in PA under 100K and even under 50K. These lower prices offer much higher cash flow potential.

    Hi @Lynaire McGovern

Pittsuburgh, PA has pretty good cashflows if you are looking to go in PA. I'm investing in buy and hold property here and would be happy to talk. I'll send you a colleague request with my contact information.

    Best of Luck,

    Tony

I also like Eastern PA as I am from NYC and I would like to visit NYC when I make a tax deductible business trip to Eastern PA.

I am also looking at Philadelphia and up to an hours drive from there.

    Hi Lynaire,

May I suggest you click the link:

Zillow may be a good source for some data, but, it has its limitations. May I encourage you to consider looking into the employment rates and the especially the demographic movements with the surrounding zip codes. In addition, the U.S. Army base are transferring jobs to Ukraine.

Tobyhanna is a long, hard commute to NYC. I lived there. The only real employer of note was the Army depot. Pocono Summit has a water park off 380 (Kalahari) on what used to be a golf course, and there are some really nice lakes there, but a lot of the Poconos has never come out of a 1970's recession. My father still lives there, if I could ever convince him to leave, and when I go to visit I am amazed at how little the area has changed over the last 30 years. Don't get me wrong, there have been changes, and some development, but a lot of the landmarks I remember are still there and a lot of the rural-ness is still there. On average it is 2 hours either way, to NYC or Philly. It's about 100 miles to Manhattan and a little more to Center City.
