Not quite a ban on smoking in Section 8 housing. This is a ban on smoking on the properties owned by the Housing Authority (AKA "the projects"). Private landlords who rent to Section 8 tenants will not be subjected to this. It might even get people who are smokers to move out of the projects and find a private landlord willing to tolerate smoking.
