What is the standard in Hudson Valley area regarding utility responsibilities? For a SFH, should the tenant pay for all the utilities or is there a standard in the area for owner to pay for heat and hot water? If the owner pays, the tenant has no impetus to conserve.

    For SFHs, it's customary that the resident pays for all utilities and grounds maintenance.

    It's customary for Tenants to set up their own utility accounts. The exception is when the utilities are shared by more than one renter, in which case you can consider including utilities in the rent, passing the charges on to the tenants based on a split, etc.
