Property Radar
Rebogateway
Title companies
County Websites
From there, you can do your own marketing through direct mail, calling, SMS marketing, etc as someone mentioned above.
The resources above will typically give you the property address, the mailing address and the person's name. If you skip trace these property address you can retrieve the numbers, email and other valuable data for the property owner. This can be used for your calling, texting, RVM, mailing, and emailing. One quick thing that gets over looked from skip traced data is that you could upload that to social platforms to create look a like audience to market through FB ads for example to those property owners and those similar to them.
