It looks like it was started by Jay Hinrichs and Micheal Hanks. Appears some really bad stuff going on with these guys on Rip-Off report and I found an investment fraud law firm (Baldwin Mader Law Group) is conducting an investigation with all the investors who lost money with them. I also found out that the OR state just shut them down with a cease and desist (Case No. M-16-0298.) Any more background on these guys would be helpful for me too. I noticed several other investors have not been able to reach them and their website is shut down.
It looks like they were just fined for not filing financials in a timely manner last year according to the case# @Karen Black provided and they seem to be still operating: http://www.portlandfunding.com/
That said I have no experience of working with them.
