my question: does a buyer in Maryland need to get a signed release to recover their deposit if seller is no show at closing?

Check with your closing attorney. If they broke the contract you should not have any issue recovering the deposit.

But, often, yes, a signoff from the seller is required before the escrow holder will release the EM.
