    semi experinced as in I loaned on one and ended up owning it.  also had land that could be developed as parks.. pretty specific niche ..

    building an rv park from scratch is a much heavier lift than buying an existing one, especially with all the infrastructure costs. most people underestimate the upfront capital required.

    i'd recommend starting with the land itself. check your county or municipal planning department to understand specific zoning requirements for rv parks. rezoning can be a long, expensive process.

    once you have a sense of suitable land, get preliminary estimates for bringing in utilities like water, sewer, and electricity. these infrastructure costs can be huge and can really make or break your projections.

    have you started talking to your local planning and zoning department about their specific requirements yet?

      @Jacob Camhi thanks for your reply and the information. 
      yes, we have purchased the property and have estimates for engineering and will be getting estimates for building. Main question is if it's better (and easier) to try to sell after getting all the permits, engineering etc and it's ready to build, or to wait and actually build it (which of course takes more time and much more money but hopefully much more profit).
