No matter what your lease says, you have clearly (even by your own admission) allowed the "master tenant" (the one you have an agreement with) to sublet her unit, and in fact you state that she has been doing it for years.

The only thing I could think of is that they could refuse to issue you a card unless you get your photo taken, and then subsequently refuse to allow you admittance to any common areas (i.e. pool, club house, etc) where the cards are required for admission.

The meeting is just the cost of admission to the place, which is like $2 if you only want a drink, or $10 if you want to eat.
