I've been all over the Texas property code and seen nothing about it. 

. - Unemployment rates, if new jobs are coming to the area, crime trend (use spot crime or the crime map in NewsBreak), median income trend, population trends, renters to owners ratio, hot zip codes, best school districts, path of progress and last but not lease price-to-rent ratios. 

They agreed with me that they do not have specifications or codes to review and approve subdivision sites and it is not part of their agricultural mandate.  

I haven’t filed the ADU permit yet as the code office said once it’s filed it’s permanent and can’t be changed to multi family.

We had anticipated at least gradual annualized appreciation but bought in what became the fastest growing zip code in America with nearby areas getting absolutely flooded with new home supply.

I stay in constant communication with my code enforcer via email & phone. 

IDK what a "validated seller" means but I'll read between the lines and assume its some 85+ year old dude that built 1 or both of the buildings, likely didn't pull permits, and likely has code issues to resell as a true residential property never mind to your comment the changing in area and zoning.If you were going to take it on you'd want to understand the current zoning, current residential terms (is there a lease in the homes?)
