I think your biggest challenge would be two things - one is working with city and permitting and the other is getting someone who's pack with money to see your idea through.

One big problem for Google is that you pack a ton of top performers into the same team.... and some have an identity crisis or get burnt out (because they are now average, no longer a top performer).

Next thing you know there will be girlfriends and a pack of welfare children, dogs and other nefarious individuals hanging around.The start up CEO although risky is a better choice if no one else comes forward.
