The market you are referring to is evolving quickly and you very well may have an multifamily or single family development site on your hands...if not commercial. 

Some of the lots would be wiped out for a community garden context every maybe ten spaces...Another model: Thinking about 20 minutes outside of cities could also be developed from land if utilities can be lined up for the land.

Maybe it is interior design, maybe it is developing rapport with tenants, maybe it is shopping for replacement items in your rentals for expensive repairs, but you have to get on the same page. 

IF you want an EXACT price, you'll have to develop an awesome relationship with your Contr, so they know there is a 90% likelyhood that they are actually going to get the job.
