Just as you don't alleviate the drought by placing rules on single family homeowners during the drought which account for a tiny fraction of the state's water usage.That all said, from an investor/developer standpoint, getting your hands on lots that can be rezoned could produce windfall profits for you if done right.

As for seller fi, it's nice if they require a tiny downpayment of you, or it's a deal a bank won't finance (which i stay away from), but outside of those two perks I don't see a benefit to it.

I can go buy 3 properties off the MLS that will maybe turn a tiny profit, or could head over to Detroit and pick up 3 properties for maybe 10k each.... neither of these strategies makes me a smart investor.
