Currently there are no windows and strangely enough the parking deck is partially over this area so Im not sure if noise or water could be an issue.I def do agree if the construction costs are not insane it the bump in NOI +refi would most surely pay for itself.

The things to look for when you purchase are the roof, age of furnace & water heater, a clear sewer line, strong water flow (I’ve had 2 properties that needed the water line from the city replaced), and fully operable windows.

Obviously paint and carpet wouldn't be a problem but windows, doors, even plumbing fixtures can present a problem.Around here, north of Seattle, people flip double wides on their own lot all the time.
