I just found out that the city council in my little town of 3k people is having a meeting tomorrow to make landlord registration mandatory and implement inspections.

I imagine this is probably to prevent section 8 discrimination, but it may also prevent the type of screening you're talking about too.

The implementation of this new bill will look very different than what it says at face value. 

Also, as long as you didn't prevent the buyer from doing inspections before you closed you should be good.  

After reviewing everything I knew what needed to be done and executed this massive plan that we came up within a weekend and started implementing things Monday morning.  

Somewhere in this experience you learned something, and will implement things to not let it happen again. 

Sounds like with the city opening up she has no legal grounds to prevent you from entering the property. 

I really appreciate the information and have a better idea of what I will be implementing going forward. 

It would be different if the furnace was newer or there was a severe hardship preventing it from being changed.
