You can get a court order removing her and record that... but you'll need legal help if you have to go that route.So yes, if she's still on title this will definitely cause problems with your refi... no lender is going to lend to you until this is resolved.

For example once you have your funding lined up and can close a deal then you search for a compatible Realtor to start showing you homes ect. 

At the very least sit down with this contractor and see how this problem can be resolved.

In my state, there is a mediation process that can be used to resolve an issue like this before having to take it to court.
