Even when you do EVERYTHING right with the city they can still crack down on you (you can see my older posts about my crazy ordeal that still makes zero sense with the city - long story short, I lost that battle with them!)

It's a declining biz model.....the city is trying to crack down on them, and insurance co.s are pushing back on the testing charges (which is where the profit is).

@Jeff S.I agree with @Basit Siddiqi: the IRS supposed crackdown is not very relevant.
