In the meantime: bag and wash/dry all fabrics on high heat, reduce clutter, vacuum thoroughly (and dispose of the bag immediately), and avoid moving items out of the house so they don’t spread.

Behavior is important, but it could be said finances are more that than mathematical but we're on a REI board where fabricated pro-formas/inputs and the FOMO contest it deeply. 

If he was an actual fraud then he could fabricate sub's invoices to be higher amounts.

If you’re going to fabricate hours at least make them defendable.

If none of that checks out and the tenant just bought an ESA letter online or fabricated the letter like many tenants do, then personally I would consider that a lease violation and would respond according to what it says in your lease about pets/ lease violations.
