I have cycled at least 100 Move Outs and would say that building a store room out of 2x4 over a cement slab with a roof is going to cost and the long term value is seriously diminished if there is any to begin with because...

Only a couple of specialty stores with obviously limited hours.Amazon has plenty. 

The idea basically comes down to what is the best use of the stored equity in your property.  

It would then keep track of the date, allow uploading of photos and text descriptions of the issue, and ideally I could have private notes where I would store vendor notes and repair quotes, and then update the tenant with timeline or resolution of the issue. 

Think of it this way...when you see all those accounts on an applicant's credit report from doctor's offices, cell phone companies, stores, etc. probably none of those actually obtained a judgement.
