If it's an owner occupy loan, you will need a lender or broker who is licensed in that state to do owner occupy loans. You can look up their owner occupy licensing on NMLS Consumer Access. An NMLS license is generally not needed for investment property loans such as DSCR loans except for in a minority of states. This varies based on state rules.
