I invest in three towns near where we live. One has 16,000, another 15,000, and the largest one has 25,000. My limit is likely the 15k.
Small population centers can be risky, but they are much better served in many cases. You can make a phone call to, say code enforcement, have a conversation and get action. That won't happen in a big city.
