Oct 2020 Refi with home equity loan of credit

Looking for recommendations on some good banks to try for a refi with a home equity loan. I called Bank of America, Wellsfargo, Chase, and Ally. They all said they have suspended refi with home equity loans. I live in the North Alabama area.
