Property taxes are very local (city, county). Any such program would be administered at the local level as the people collecting are local. Even a state program has to go through the local folks.
Contact the people in charge of property taxes where the person lives.
An example of a similar program: OR has (had?) a program at the state level where people over a certain age can defer their property taxes. The state pays the county and then expects to be paid back later when the property sells.
