wholesaling tax delinquent property

my question is. If a property didn't sale at the tax auction  and went to adjudication  could I buy the property from the owner or do I have to wait for the state  to auction it again  to try and buy?

    Yes You can buy from owner Give me a buzz and we can work together I mostly buy liens in Lafayette but willing to expand if I have somebody to work with in the local market

    I'm in Va but considering wholesaling tax lien property, is making offers on them the same as far as a contract? Or is cash needed up front?
