Do I need W9 or is Tax ID enough?

I've been asking my contractors for their W9, and sometimes they just e-mail me their SSN/Tax ID.

Is this enough, or do I actually need a W9 from them?

    The W9 is tax id form.  You need to create 1099's using the W9 data.  Refuse to pay until the W9 is given to you.
