Indeed, it is interesting. No different than someone rolling up small HVAC companies to get the EBITDA to a level that would interest PE, who will largely pay a higher multiple. Each acquisition is a multiple arbitrage play. Smaller fish bird dogging for bigger fish.
I have seen it the other way too, post GFC. Banks would offload thousands of houses to a guy/company that would break them down into tranches of a thousand, which would go to another guy who would break them down further, eventually getting to the guy who would break the last grouping into something small enough to sell to an investor or directly on the MLS. Neccessity is the mother of invention.
