Getting a unit inspection-ready for the housing authority

Inspection day is not when we start getting ready. It is when we find out if our turnover system worked.

We run 236 doors in Memphis, mostly single-family and heavy Section 8, across ZIPs like 38109, 38114, 38116 and 38118. Our rent-ready turnovers run on a 21-day schedule, and inspection prep sits inside that schedule, not after it.

Here is the simple system: walk the unit room by room the way an inspector will, and test things instead of just looking at them. Run every faucet and check under every sink. Test smoke and CO detectors out loud. Open, close and lock every door and window. Confirm heat and hot water actually work, not just that the equipment is present.

Then fix that small list the same week, while a contractor from the bench we found and tested months before anything broke, in small paid steps, can still get in. A dripping trap or loose handrail is cheap on day 10. On inspection day it can cost a failed visit and another vacant stretch, and turnover and vacancy cost more than repairs.

We take dated photos of that final walk and keep them with the turnover notes, so we are not guessing what the house looked like.

When Section 8 rents here run $1,395-$1,950 for 3BR+, a failed inspection is not a paperwork problem. It is lost rent on a house that was already ready.

Landlords: what is the one item on your pre-inspection walk that you test by hand every single time, instead of trusting that it works?

Heat — tested by hand, every time, at the thermostat and then at the vents.

It is the one item you cannot tell by looking. The unit can be sitting right there, clean and quiet, and still not fire, or fire and not push hot air. In Memphis in the cold months that means a failed inspection and a house sitting empty while you wait on a re-inspection.

And empty is the expensive part. At $1,395 to $1,950 for a 3BR+ on Section 8, every extra vacant week is real rent gone on a house that was supposed to be ready. That is why I test heat and hot water on the rehab walk too, not just before inspection day. If it does not work when my hand is on it, it does not count as working.

After all these years of inspections, the little stuff is what trips people up, like a loose outlet cover or a window that sticks. Walking it with a fresh pair of eyes the week before helps more than you'd think.

Rosina, mine is water — run it by hand, every time.

James is right about heat, and I do that too, but water is the one that has caught me out. I run every faucet, hot and cold, flush every toilet, and run the shower, then I look under every sink and around the base of the water heater while the water is still running. A slow trap leak or a weeping supply connection will not show up if you only look at a dry cabinet.

I also check for staining on the ceiling below a bathroom, and under a sink, even if nothing is dripping that day. A stain means water has been there before, and it will be there again — and on an inspection walk it reads as a leak, not as an old mark.

The other hand-test I pair with it on the same walk is the egress window: open it fully and make sure it stays open on its own. A window that slides back down, a door that will not latch, and a slow leak are all the same kind of fail — they look fine until the inspector tries them.

Under NSPIRE-V, the stakes for leaving those for later are higher: life-threatening items get 24 hours to correct, severe or moderate items get 30 days. I would rather fix a trap on my walk than under a 24-hour clock.
