Smoking dilemna

I live in a basement suite and recently some new tenants moved in...a woman and her daughter. The woman was kind enough to let me have the garage and a spot next to the garage to park my rv. I own the washer and dryer in the laundry room and they use it. This is the dilemna; I'm a non-smoker, but the daughter smokes and the odor gets into my place, and I smell the constant stink of cigarette smoke, and it really bothers me even though I've tried to cover it up with incense. The landlord doesn't allow smoking, but I don't know if he bothered to tell these people about the no smoking policy. I feel really awkward about discussing it with the tenants upstairs, because they've been really nice to me and I'm not sure if I should rat to the landlord about it because they might feel that I should have approached them first. What should I do? Thanks.
