I received a phone call from a neighbor complaining about a dumpster leaning on his garage and trash overflowing into his yard. Long story short and after numerous phone call to my property management company, advanced disposal (garbage company) and the city of Milwaukee the unlabeled dumpster belongs to the city of Milwaukee but no one wants to take responsibility for it and move it off my property. Meanwhile the neighbor text me at least once a week to complain about the dumpster.

I'm in NYC and once encountered a similar problem, a construction project, but involving dumpsters, overflowing, garbage getting onto the streets. I was coming home from work and encountered a group of angry neighbors describing the frustration of calling dumpster companies, the mayors office, fire department, building department, sanitation department etc. I walked up to the group, they looked at me and asked "did you call anyone?"
Well, I haven't, but said I would call the councilman. Someone said, "who is that?" I then led the group to the corner of the street next to the dumpster where his reelection banner hung. The group went silent and someone said the me "Frank, since it's your idea, why don't you call."
The next morning, I called the councilman's office the first thing at work. His office asked me "how do you know he's your councilman?" I said "why else would he hang a re-election banner on my corner". Then they told me "we'll look into it right away"
The following day, I was on the way home from work again, the same bunch of neighbors were there, this times smiling, told me folks from the city, fire, building, and sanitation was all there, issued summons and ordered the owner and contractor to clean up and they showed up later in the day. I was thinking, they spent all these years leaving messages for the wrong people, in some cases, message boxes are full and all I have to do is call the right guy at the right time. Yeh, election time helps.

If the dumpster is unlabeled, you are still sure it belongs to the City? Assumptions: if it actually does belong to the City, and If they will not confirm or deny responsibility, call around to other haulers/dumpster renters. The dumpster itself if not an inexpensive hunk of steel--exchange them moving the dumpster out, taking care of the trash in exchange for your quit-claim deed to the dumpster.
You could also start charging the City rent and get the PoPo to ticket the dumpster for illegal parking. Get creative. It's not every day they deposit a dumpster in a driveway and deny the dastardly deed, damn it!

Who is emptying it regularly? Surely if the dumpster has been there for two years someone is clearing its contents regularly.
I am not sure why this has become your headache. Why isn't your PM doing their job and handling this? Isn't this the kind of thing that you are paying them for?
As Wesley asked, who is emptying it and why isn't the PM dealing with this? If it is just sitting there and no one is using it or emptying it; call some dumpster companies and ask if they want it for free.

The neighbor didn't start complaining until 3-4 weeks ago when he was trying to clean his gutters and the dumpster was up against his garage/fence. Neighbor talked to advance disposal directly during garbage pick up but they wouldn't touch it since there was no label on dumpster.
Im not pleased with property management part in this unfortunately I got alot of lip service. Im just trying to do right by the neighbor who i agree with previous post has been very patient regarding the dumpster
Speaking of property management, anyone have any solid property management in the milwaukee area, area code 53218?

@Account Closed sorry this is still unclear. Is this dumpster being used by your tenants or someone else? Who is emptying it or is it just unused?
If it is your tenants garbage, then it belongs on your property and you need to find a better location. If it is garbage is from a neighboring building, then the dumpster belongs on their property. Ask that owner to move it.

@Account Closed I agree with basically everything said here, including the part where your PM should be handling the problem for you. What I don't see answered above is if the dumpster is needed for your tenants or why it's there? If a company is servicing it, then somebody is paying for it... hopefully your pm isn't paying the bill on your behalf?
Might take a few more phone calls, and while tempting, don't bother moving it into someone elses way it will only cause you problems (and probably money/fine).

Update: I contacted the city and they followed up with a phonecall telling me since the dumpster is unlabeled, there is nothing the city of Milwaukee can do about the dumpster but suggested to pay someone to empty the dumpster and let them have it. I then called waste management and basically told me the same thing, that until someone can figure out whose dumpster it is there is nothing anyone can do.
Anyone in the milwaukee area want a free dumpster?

Soooooo the same dumpster on his neighbor's property that he's been complaining about that's been right next to his property for 7+ months suddendly disappears while at the same time an identical dumpster appears on his own property?
...............I see your point. That riddle would be next to impossible to solve.
