How do I market to a specific neighborhood within a zip code? Once I know that I then can play with my list and narrow it down to amore specific criteria. I just don't know how to target a specific neighborhood within a zip code.

Are you marketing to all houses within that neighborhood? If so, the postal service offers you the ability to mail to a specific route. I haven't used it, so I am not quite sure how it works, but you can check it out here --> https://www.usps.com/business/every-door-direct-mail.htm

I don't believe there is a way if you're using a website like listsource.com. You may also find that neighborhoods sometimes have multiple names or there may be small pocket of a neighborhood within larger ones which can make it unreliable to go off of neighborhood names only.

If you were just targeting a specific neighborhood. Would deff utilize the driving for dollars and possibly narrowing that neighborhood down to specific homes with in the neighborhood based on the distressed atmosphere of the homes in the neighborhood. Or if you wanted to target all homes in the neighborhood just drive through the neighborhood and put fliers in all the mailboxes however often you seem fit.

don't put flyers in the mailboxes. that is against the law. the postal service frowns on it (even tho the mailbox is yours). Some areas enforce it more than others.
