Who pays the tenant screening fee

Hey, I am a first time landlord screening my first tenant. I am using furnished finder to list my property and handle the initial screening. I feel like this is a dumb question but my prospective tenant wants the screening fee of $44.99 which he is being asked to pay through furnished finder to be credited to his first month rent. Is this a reasonable request? What is the norm for this situation? I dont want to lose a possible good tenant over $45 but dont want to give in if that is not what it typically done. I guess im mostly just trying to set the standard for future similar requests.
