21st Century ROAD Act - a good news?

So the ROAD Act officially kicked in at midnight, and now I’ve got a client looking at turning a brownstone in a NYC Opportunity Zone into a 4–6‑unit affordable housing project. When I ran the numbers before, the deal didn’t come close to penciling out — way too far underwater.

But with the new legislation and the supposed boost in incentives for affordable housing, this might actually shift things. It could turn a previously dead deal into something worth revisiting.

Anyone have a solid breakdown of what new opportunities or benefits the ROAD Act actually opened up? Curious if there’s anything meaningful enough to change the math on projects like this.
