How do contractors find workers?

How do contractors usually find workers? I’ve noticed a lot of these bigger companies have Hispanic crews doing most of the actual labor and they only get paid around $150/day while the company/owner makes a fortune. Are they hiring through subcontractors, staffing agencies?
