If the smell is musty or at all resembles 'organic growth" (mold) then check the air handler, intake, duct lines, and filters.  

Do you manage own properties or do you give up some profits to allow property management companies to handle renting out?

If you have not done your inspection and cleared up this problem I hope yu have begun th eeviction process or taken some form of direct action wiith tennats handler.

The welfare handlers may move the tenant solving your problems.
