What’s happening sounds more like a HUD and Section 8 program mismanagement issue than a policy change from the top.Local housing authorities depend on the annual HUD budget allocations, and when those get delayed, reduced, or rebalanced, they sometimes have to freeze rent increases just to make their existing contracts pencil out.

Most DSCR loans want to see only 90 days of seasoning (including the ~30 days it takes to refinance).Some programs might make an exception if you've done some rehab to it, but given your scenario I think you could just get a tenant in there, stabilize it, and get started on the refi in about a month or so.

There are non-conventional programs that will allow on an exception basis but not ever one can qualify or will even know about those programs.

Even within that subset of programs there is also likely acreage limiters as well, so I would check with that as well.It might be valuable to reach out to a DSCR broker as there are a few different hurdles to overcome, but it sounds like it might be doable, with realistic expectations.Good luck!

Same for 2-years of job/income stability.Tenant Default: 10-20% probability of eviction or early lease termination.Section 8: Class C rents usually meet program requirements, proper screening still recommended.Vacancies: 10-20%, depending on market conditions and tenant screening.Cashflow vs Appreciation: Should cashflow immediately, at the lower end of relative rent & value appreciation.Class D Properties:Tenant Pool: Majority of FICO scores under 560, little to no good tradelines, lots of collections & chargeoffs, but should have no convictions/evictions in last 12 months.
