And now you are getting desperate applicants, who are willing to accept it in it's condition/location for what you are asking, because they are desperate.A low score indicates a large default risk, meaning you are not going to collect rent and on top of that may have to spend money on evictions and repairs.

You need leading and lagging goals/indicators. 10,000 calls may be a great goal but if the lagging indicator is that brings in $10,000 where as going to five REIA events is a goal and brings in $10,000 which is better?
