@Daniel NaIf this is a single family home, I generally divert all utilities to the tenant: electric, gas, water, sewer, garbage, lawn care, snow care, etc.

the cost is not the building permit and inspection fees in our markets. those are reasonable a few grand. its the utls hook up fees which can be 20k for sewer and 20k for water and power company and gas company can tag you..

SHould be relatively "easy" to separate electric & gas - although holes in walls may be necessary to access properly.Most municipalities won't install more than one water meter. - Owners usually either absorb this cost, try to prorate to tenants or submeter.--- Check your local regulations as some areas will NOT allow prorating water to tenants unless submeter system.For onsite manager, recommend a lease at market rent.
