Two weeks later (LOI said we'd get a PSA in 5 days), the PSA we received is a generic cut/paste which is also severely lacking in terms and is quite literally missing all the exhibits/supplementary info such as engineering/soil tests, tenant/landlord lease, architectural map of the property, etc.

Just means you got to stay on them even more1) In Texas,  no licensing required for builders (and its not bad thing) Our state enforcement agencies are not there for you anyway (and a different story)  better off with local judges in small claims, dirt cheap, I highly recommend if they dont return calls and get it done, Your manager can do it for you with the right paper work2) YOU and not the manager (seems like they might be a little too cozy) call the builder's construction people.. not sales agent (if you can) and pay about $150-200 to get a real engineer (may be for even less money) to look at the framing.

Dont expect another contractor to be a witness in small claims court   But you could pay an engineer . 

It is important to understand that while any contract documents commissioned by the developer (site plans, construction docs, engineering work) belongs the developer.
