This is most likely a 3-5 year dig out process, if you're super diligent.

Was planning on going FHA but just learned about conventional 97.

Problem: Being that it’s a condo, I will be paying a HOA, but if I’m calculating correctly, there will be a decent positive cash flow.Thought Process: The lovely prices of single family or multi-family homes are a little out of reach right now, which is why I’m looking into a condo that I can afford.

Looking back, do you think there were things you could have done to speed up the process?

Here's some backstory before I get to the details - I am in the process of evicting one of the tenants in that 4 unit for multiple lease violations (non-payment of rent, installed a window a/c unit and has not taken it out despite multiple warnings, and has had 2 people living in the unit who are not on the lease for the last 6mo).

Why not at least give someone a courtesy call after they sign up to be sure they understand the set up process?

If they don't pay rent to you you can start the eviction process.
