Drug paraphernalia, sexual paraphernalia, clothes, food, feces, etc... are fairly common.

Besides leaving evidence of manufacturing and paraphernalia (like bent spoons, snapped rubber bands, used needles, burnt Tupperware with white powdered residue, empty spray paint cans) They also literally left actual drugs everywhere.

Judging by the grab bars and other paraphernalia, this likely happened when the last lady of the house grew to frail to navigate the grand staircase to the master suite on the second floor.  

We are also blessed with overt hard core drug use, people shooting up in broad daylight and paraphernalia left in the streets even among million dollar homes and of course we have our nationally known homelessness problem.  

"Drug-related illegal activity" means the illegal manufacture, sale, distribution, purchase, use or possession with intent to manufacture, sell, distribute, or use of a controlled substance (as defined in Section 102 or the Controlled Substance Act [21 U.S.C. 802]) or possession of drug paraphernalia. b.

They leave drug paraphernalia and today a needle!

One of the units had drug paraphernalia and drugs all throughout the kitchen and living room.

This means if the tenant has any drug or illegal paraphernalia the housing inspector is technically required to cite this individual for a criminal offense. 

The first time they are caught smoking or with smoking paraphernalia they will get a warning.
