If it's for non payment, they you post a "pay or quit" notice.

So my question is what is the best course of action: 1) Give notice to vacate after X days if the rental agreement isn't signed?

As a resident of Chandler, Arizona it's hard not to notice how fast our home values are appreciating over the last year and continue to rise.

Send notices to the students about the noise complaints and fine them $60 per incident. 

That's not the same as home values decreasing.

You can do 30 day's notice if you want, but honestly in that circumstance, I'd keep the rest of that month's rent and as long as they were out, I'd give them the rest back (minus any damages).
