Why is quantity better than quality?

My point with this is that with everyone saying that the politicians are pandering to the tenants here it seems a little obscure to even be on most people's radar, and even if it was it would be of little to no importance, except to scammers, and call me naive but I would like to think that they are a pretty tiny % of any voting block.I understand the principle of it, it is the tenant's money and it is being held by another party.

  I do not state I will not rent to tiny children upstairs of course...I show upstairs rentals to folks with small children if asked to.
