I have a list of the towns I would like to source the lists from but I'm lost now.  

There are usually a couple Real Estate Investing groups in every city, as well as groups to join solely for fun.

Local Places of Worship can be another source of assistance.

I'd be curious to know if they identified the source (i.e. the original spill(s)) or if that was cleaned up and these are just the residual contaminants.  

The problem is I do not have a job right now, but I do have a source of income.

Heat source is using electricity, I may consider adding a separate meter for that and let the tenant each pay their own.

I guess i would compare it to some of the section 8 housing issues when the owner knows that the money is coming in from another source and how much the government or military is willing to pay.

My general deal source is my realtor friends and the MLS.In general I believe the experience of purchasing REOs varies greatly depending on the bank.
