I also think the 20 year average appreciation for 15217 is slightly higher than 5% but taking the side of caution ( if anyone knows the exact that would awesome- I wasn't paying that fancy website for its datasheet). 

You can usually google "[city] short term rental laws" and the city or county website will pull up to let you know what restrictions/requirements are in place.As for managing, see if you can self-manage first.

I would suggest you use this website to the best of your advantage, it has so much to offer!

You can also some times  find information about them from googling them and I also run their names through the Secretary of State’s website to see if they own any businesses.

Is there any specific website I can look at for 3/4 unit properties just to get an idea?

@Allen Li most county appraiser websites now have “tax estimators “ on their site so that you can know for sure what the new tax amount will be 

So I’ve run the numbers on the airdna website for a property that caught my eye… What came back blew me away.
