I also think the 20 year average appreciation for 15217 is slightly higher than 5% but taking the side of caution ( if anyone knows the exact that would awesome- I wasn't paying that fancy website for its datasheet).

You can usually google "[city] short term rental laws" and the city or county website will pull up to let you know what restrictions/requirements are in place.As for managing, see if you can self-manage first.
