If you make the units more cost effective for your tenants by lowering utilities then possibly raise the rent and get your cap rate up higher.  

Does this mean that within a few years, pet restrictions will essentially disappear from leases, because there will be this loophole that makes them effectively unenforceable?  

I'm thinking this would be much more cost effective in the long run if you have a good eye for design.
